Instructions
- Preheat oven to 375°F (190°C).
- Season the flank steak with salt, pepper, garlic powder, and onion powder.
- Spread the caramelized onions evenly over the steak.
- Top with shredded Swiss cheese and sprinkle with Worcestershire sauce.
- Roll the steak tightly from one end to the other and secure with toothpicks.
- Place the pinwheels on a baking sheet and bake for 25-30 minutes, or until cooked to your liking.
- Let rest for 5 minutes before slicing and serving.
